TELEGRAM from the Governor of
REC RAM to the
Secretary of State for the Colonies.

Your telegram 7th February representative of Samoan Government states that owing to political unrest he ca.not engage Chinese Labour for Samoa in Chinese territory but that he can engage in Hong Kong plentiful supply Chinese Labour. If allowed to recruit in Hong Kong he can ship 500 Chinese labourers by vessel sailing direct to Samoa about middle of April. Government of Hong Kong supervision would ensure that the business is properly conducted.
